A Collective Voice to Turn the Tide for the Ocean, Climate and Biodiversity
Ten years after Paris, real progress has been made: the ocean is no longer seen only as a victim of climate change, but as central to the solution. Yet, progress remains too slow, and the geopolitical landscape has shifted. Science faces growing attacks, particularly on climate change where evidence meets denial, and multilateralism and international cooperation are increasingly undermined.
In this context, the Ocean & Climate Platform unveils its new policy recommendations: “A Collective Voice to Turn the Tide for Ocean, Climate and Biodiversity”.

A collective vision based on science
Developed through a collaborative and inclusive process, these recommendations capture the collective expertise and commitment of the OCP network.Guided by the OCP Scientific Committee, each proposal rests on solid scientific evidence, ensuring that action is both informed and credible.
In total, more than 85 signatories approved these recommendations, more than 50 members contributed to its development within the POC advocacy working group, and eight months of collaborative work helped build this collective document.
A call to action for decision-makers
Through these policy recommendations, OCP members reaffirm their collective commitment to drive tangible change. They call on governments and decision-makers to uphold their commitments, strengthen cooperation, and work with all actors ready to advance a sustainable and resilient ocean future. Structured around three strategic pillars— Understand, Deliver, Reshape — the OCP outlines a roadmap toward a healthy, resilient ocean by 2030. If effectively implemented, these recommendations will ensure that:
Both scientific research and the traditional knowledge of Indigenous Peoples and local communities form the foundation of decision-making;
Ocean-based solutions are widely deployed, unlocking their full potential for mitigation and adaptation while delivering co-benefits for nature and people;
Our socio-economic, financial, and political systems undergo the profound transformations needed to shift from ocean extraction to ocean regeneration.
Three core pillars
UNDERSTAND
Improve our understanding of the interlinkages between the ocean, climate, and biodiversity to inform the public, make well-informed decisions, and deploy science-based solutions.
DELIVER
Restore ocean health by addressing the main cause of its decline: phasing out fossil fuels, ending environmentally harmful practices and preventing the introduction of new ones.
RESHAPE
Transform our socio-economic, financial and political systems to restore ocean health, while fostering climate resilience, human well-being, inclusive growth, and shared prosperity.
A Call to Action to Turn the Tide for the Blue Planet
The ‘Call to Action’ is a set of 10 proposals for the 10th anniversary of the Paris Agreement. It is a concise, impactful document that clearly identifies the priority measures to be implemented in the coming years – those we believe will deliver the greatest impact. The Call to Action focuses on governance, connecting the policy recommendations to global goals and frameworks.
