Summary

The COGITO project led by MedPAN, the Mediterranean Small Islands Initiative (PIM), WWF Mediterranean and the Conservatoire du Littoral focuses on the integrated and sustainable management of MPAs, coastal, island and marine territories in the Mediterranean. The French Global Environmental Fund (FFEM) and other partners support this project. The project contributes to the support and consolidation of integrated management and resilience in the Mediterranean basin to the ecosystems’ and local communities’ advantage. Based on the experience gained from pilot sites in several southern and eastern Mediterranean countries (17 in total), this partnership seeks to demonstrate that co-management between local stakeholders can contribute to establishing integrated and sustainable governance models. It also seeks to substantiate that this co-management can support socio-economic development, concerted use, preserve environmental assets, thus, achieving a balance between conservation and socio-economic development.

The COGITO project contributes to the elaboration of MPAs’ management plans or the spatial planning of natural coastal and island areas

The COGITO project aims to consolidate the pilot initiatives of the previous project and support new pilot sites in the co-management of coastal, island and marine territories in 6 countries, and promote local economic development and sustainable financing mechanisms. The purpose is to set up concerted and integrated dynamics in the several pilot sites, to support the evolution of fishing and tourism activities towards sustainable and innovative practices, to support local initiatives, to establish financial mechanisms and diversify sources of financing for sites management and finally to consolidate MedPAN’s call for small projects in support of local initiatives.

In addition, the project contributes to the capacity-building of institutions, site managers and their partners (NGOs, private operators, especially fishermen and tourism, scientists, other institutions). The project will focus on strengthening skills both in situ and at the regional level.

COGITO aims to develop and enhance scientific knowledge to inform management policies. The project will thus support dialogues between researchers and site managers, consolidate and build regional monitoring networks for species, habitats or socio-economic activities and capitalize on knowledge for advocacy, training and management.

Outcomes

The pilot sites have shown concrete results in terms of effective co-management of natural areas and financing mechanisms. The implementation of co-management and partnerships, whether formal or informal, safeguards integrated and sustainable management of the zone. Considering every stakeholder makes it possible to unite everyone around the site, to build a common and shared vision of the future of this space, and thus to work collectively for its conservation.

Improving the cooperation framework and cross-cutting joint work between governmental and non-governmental actors at the local, national and Mediterranean levels is at the heart of the COGITO project.
