Summary

As part of the Law on Territorial Public Action Modernization and Metropolitan Affirmation (MAPTAM) and the Law on the New Territorial Organization of the Republic (NOTRe), the Management of Water Resources and Flood Prevention (GEMAPI) has been assigned to the Public Establishments of Intercommunal Cooperation (EPCI).  To maintain comprehensive and coherent management of the shoreline, as it existed previously through the Department of Seine-Maritime, and to improve the integration of flood risk, aquatic environments and biodiversity in land use planning, all elected officials and the State services concerned decided to launch a discussion on a joint organization of coastal GEMAPI, which resulted in the creation of a mixed union in 2019.

The ‘Syndicat Mixte du Littoral de la Seine-Maritime’ (SML) aims to become a major tool for coordinating the actions of all competent authorities with regards to aquatic environment management and flood prevention (GEMAPI), monitoring, and management of the coastline in view of adaptation to climate change.

Actions

The missions of the SML76 revolve around three main areas. First, the syndicate is responsible for the coordination and development of a concerted coastal strategy (GEMAPI and coastal retreat), seeking to foster climate change adaptation along the coastal fringe of the Seine-Maritime Department (from Le Havre to Tréport). 

Secondly, it is involved in the coordination of actions for the prevention of marine submersion (GEMAPI) and the redevelopment of coastal river outlets to restore ecological continuity;

Finally, it contributes to the maintenance and monitoring of seafront protection and beach maintenance infrastructures, as well as several port facilities.

The SML contributes to building capacities. It promotes the elaboration of a strategy to foster a risk culture along the Seine-Sea shoreline meanwhile it implements communication and awareness raising activities. 

In addition, a Coastal Commission is being structured as a fully-fledged body of the SML76, whose mission will be to define a comprehensive coastal management strategy. Considering that the actions carried out by the SML76 will potentially impact all the actors on the coast, the commission will gather members of the SML76, State services, Universities, economic actors, and schools. It will become an interface for dialogue between all the stakeholders involved, closely or remotely, in the adaptation of the coast.

Outcomes

As of today, the creation of this structure is already a success as it allows a delimitation of the coastline according to the hydro-sedimentary cells (2 sub-cells) instead of administrative boundaries. This is a real step forward in the definition of action plans whose main motive will be to anticipate and adapt the Côte d’Albâtre to climate change.
