Summary

The OPHROM project, supported by the City of Prêcheur, aims to provide effective responses to two main challenges. On the one hand, the reduction of the ecological footprint from construction works on the West Indies, particularly in a context of high energy dependence and imported construction products. On the other hand, the development of an attractive rehousing offer to relocate the populations living in areas exposed to the retreat of the coastline and exposed to natural risks.

Actions

The OPHROM project is a “Guide Plan“. It is an urban planning document produced by the group in charge of urban, landscape and sociological project management. This plan is a 30-year projection and analysis of the adaptation strategies and potential risks of the municipality of Prêcheur.

Construction of the Shelter School: The municipality’s primary schools will be moved because of the lahars. This shelter school will be designed to potentially house victims of natural disasters for several days, apart from volcanic eruptions.

Meanwhile, the plan foresees the building of houses on high grounds in three neighbourhood areas of Le Prêcheur. 

The Plan brings together a diverse set of actors around the theme of spatial planning. It includes state services, regional and local authorities, universities and scientists, civil society representatives, economic actors and people from Le Prêcheur itself.

Outcomes

This Plan enables a federation of different actors around the idea of a spatial recomposition as a solution in adapting to the risks and impacts of climate change

The participatory and collaborative approach is at the heart of this project. 

The first obstacles identified concern the standards in force in France, particularly regarding architecture and urban planning. 

Besides, it is necessary to ensure that the project remains accepted and desired by the inhabitants of Prêcheur.
