Policy Brief: ‘Unpacking Ocean Finance For Climate Action: A Roadmap For The United Nations Framework Convention On Climate Change’

The Ocean & Climate Platform and the Ocean Risk and Resilience Action Alliance, with the support of the Blue Marine Foundation, the Global Ocean Trust, The Nature Conservancy and the UN Global Compact, launched the policy brief “Unpacking Ocean Finance for Climate Action: A Roadmap for the United Nations Framework Convention on Climate Change”. This brief provides an initial overview of ocean-related climate finance within the different UNFCCC processes. It highlights upcoming milestones from COP29 in Baku (2024) and COP30 in Belem (2025), offering concrete recommendations for Parties to raise ambition for the ocean in ongoing negotiations.

Policy Brief: ‘Blue Thread: Aligning National Climate and Biodiversity Strategies’

On October 14, the Ocean & Climate Platform and the Blue Marine Foundation, supported by several organisations, unveiled the policy brief “Blue Thread: Aligning National Climate and Biodiversity Strategies”. While countries are expected to submit new, more ambitious strategies to fight biodiversity loss and climate change, this brief explores how the ocean can provide integrated solutions to address these crises as one and the same, weaving a “blue thread” across the United Nations Framework Convention on Climate Change (UNFCCC) and the UN Convention on Biological Diversity (CBD).

Brief – Integrating the ocean into the climate regime: Progress report and future prospects

Published by IDDRI in collaboration with the Ocean & Climate Platform, this brief takes stock of a decade of action for the ocean, climate and biodiversity. Recent years have been marked by the gradual and ongoing integration of the ocean into the institutional climate landscape. The publication ‘Integrating the ocean into the climate regime: Progress report and future prospects’ aims to assess the efforts made to integrate the ocean into the climate regime, and to identify ways of scaling up action.

About the Ocean Breakthroughs

After its successful launch at COP28 last year, the Ocean Breakthroughs campaign will build on its momentum and continue to gain traction at COP29. They identify five turning points to reach by 2030 to achieve a healthy and productive ocean in 2050. They aim to accelerate ocean-based action of non-state actors and governments and investments in 5 key ocean sectors, to deliver on Climate, Nature and People.

Ocean Rise & Coastal Resilience: A New Coalition for Cities and Regions

This side event provides an ideal platform to highlight the goals and upcoming activities of the Ocean Rise & Coastal Resilience Coalition for Cities and Regions, an initiative chaired by the City of Nice and coordinated by the Ocean & Climate Platform with support from the governments of France and Costa Rica. This event marks an important milestone leading to the official launch of the Coalition at the United Nations Ocean Conference (UNOC3) on 7 June 2025.

Implementation Lab – Ocean Breakthroughs for 1.5°C:  Scaling Ambition in NDCs

Participants will discuss challenges and actions needed to accelerate the Ocean Breakthroughs, ensuring the next NDCs reflect ambitious, impactful and equitable commitments.
